Airport Authority - Helena Regional Airport

The Helena Regional Airport has operated at its current location since 1928, originally overseen by a joint City-County Board. In 1993, a Joint Resolution passed by the City of Helena and Lewis & Clark County established the Helena Regional Airport Authority, creating an independent, financially self-sustaining entity. Since its inception, the Authority has operated without financial support from the City, County, or local taxpayers, and has not received any local tax revenue through mill levies. Governance of the Authority is provided by a seven-member commission, with appointments made by both the City and County Commissions.

Helena Regional Airport Authority – Board of Adjustment

(Newly Established in 2025)

In 2025 the City of Helena and Lewis and Clark County Commissions created an Airport Board of Adjustment under Montana Code 67-302 to hear any appeals on decisions made for land use/zoning as a result of the Airport Affected Area:

67-7-302. Appeals. (1) The governing body that designated the airport affected area shall act as an airport appeals board or appoint an airport appeals board that functions in the same manner as a board of adjustment provided for in Title 76, chapter 2. If the governing body appoints an airport appeals board, the board must have at least three members.

(2) The provisions of 76-2-223 and 76-2-225 through 76-2-228 apply to the governing body of a county or an airport appeals board appointed by that governing body and the provisions of 76-2-323 and 76-2-325 through 76-2-328 apply to the governing body of a municipality or an airport appeals board appointed by that governing body when considering grievances relating to regulations, variances, or permits.

(3) If a governing body has appointed a board of adjustment under the provisions of 76-2-221 through 76-2-228 or 76-2-321 through 76-2-328, the governing body may designate the members of that board as the airport appeals board, in which case the terms of the members for the purposes of this chapter are concurrent with their terms as members of the board of adjustment.

**The Airport Board of Adjustment does not hold regularly scheduled meeting but instead meets when an appeal of a recent City or County zoning or land use decision involving aviation related impacts has been requested to be heard by the Airport Board of Adjustment.
